Originally, I believed the biggest challenge at HCAD would stem from a lack of systems. This is a known issue among the managers, but has not been addressed. For E & U assignments you will have to render an opinion of value that will not conform to USPAP standards. If asked to preform market value appraisals you can expect a volume of 5 to 15 assignment requests per month, with an additional 25 to 35 report based on Equal and Uniform Appraisal values (E&U). If you are a licensed appraiser looking to work here, you will be asked to preform work that may violate USPAP standards. If you are new to appraisal or even an experienced mass appraiser YOU WILL HAVE TO TRAIN YOURSELF to be successful. Most of the managers have little actual work experience in the tasks they ask the staff to do, so it is no surprise the staff are either overworked or underworked with no balance in between. The direction management is currently taking this department will only make the toxic environment there worse. All this has taken a toll on this department's reputation as many employees from other department are not willing to come to work here. Many key people have been chased away over the past few years, leaving an inexperienced and under trained staff. While less experienced staff sit and twiddle their collective thumbs as management struggles to find them assignments on anything other than clerical work. Most knowledgeable staff that are still around are overburdened and burnt out. While the department performance metrics may look impressive, it is very misleading.
